Webhook holati: manzil, navbat, oxirgi xato.

POST ham ishlaydi. Parametrlar: query, JSON, form yoki multipart — batafsil.

Webhook holatini WebhookInfo ko'rinishida qaytaradi. Webhook o'rnatilmagan bo'lsa, url bo'sh qator. pending_update_count — yetkazilmagan (yoki getUpdates bilan olinmagan) yangilanishlar soni.
